
Factory License
Factory registration is mandatory as per the Factories Act, 1948. This was enforced to regulate rules and make sure all factories comply with the rules and safety guidelines as stipulated by the Act. This license is an permission granted to run factories in a particular location.
Factories Act, 1948
According to this Act and the amended Act 1987, serves to help in formulating policies in India regarding occupational safety and health in factories and docks.
For factories in india, any entity or individual wants to construct or extend , use any building for the purpose of running as a factory has to get prior permission or a license as stipulated by the Act before commencing business as a factory.
As per the Act, safety measures, health and welfare of the workmen employed in the factory is the main objective. Also it helps in controlling the growth of factories, who may not follow regulations.
In order to obtain a license , one has to :
- Get permission for the establishment, that involves, Approvals of plans and building permits to construct, extend or use any existing building as a factory
- Get permission to operate, that involves Registration of the factory and get a license under the Factories Act, 1948
Eligibility to get a license
Any facility or factory has more than ten workmen as employees, while power is being used for the manufacturing process.
Any facility that has twenty or more workmen as employees ,without any power usage for manufacturing purposes need to be registered in Karnataka under the Act.
Any new establishment wants to construct or extend has to get building plans approved , get construction permits and build the facility. Then has to apply for a license and register under the Karnataka Factories Act, 1948
License Validity
The Karnataka Factory license granted will have a validity of 1 to 5 years. It has to renewed every year, although establishments have an option to renew license for three years if the appropriate fees is paid with the required documents.
The building plans approval and permits under the Karnataka Factories Act will be valid for a lifetime from the date of issue.

- Challan ( fees for the approvals)
- Proof of possession like sale deed or lease deed, rental agreement
- Stability Certificate
- Questionnaire
- Pollution Control Board clearance if needed
- NOC from Fire and Emergency services if needed
- Licenses and Approvals by Panchayat, Municipal Corporation
- PESO (Petroleum and Explosive Safety Organization) approval regarding SMPV (Static & Mobile Pressure Vessels)
